A New Day in Livingston Parish
Livingston Parish has been governed by and operated by a home rule charter since 1996 after Livingston Parish voters approved it the prior year.    This plan of government is known as the “president-council” form of government.  The parish president serves as the chief executive officer and head of the executive branch and nine (9) elected Livingston Parish Council members serve as the legislative branch of the government.   Prior to 1996, Livingston Parish operated as a policy jury system of government.   The parish is divided into nine council districts with the border of each district drawn so as to even out the population in each district.

 

The first elected parish president and council were Dewey Ratcliff, Rollie Bigner, Wayne Carter, Randy Delatte, Sam Digirolamo, Dewey Harrell, Marshall Harris, Bill Hawkins, Jr., Albert “Buddy” Mincey, Sr.  and Jimmy Ziegler. 
 
The parish seat is in Livingston and together with Tangipahoa and St. Helena Parishes, Livingston is part of the 21st Judicial District.
