Home Rule Charter

The Livingston Parish Home Rule Charter Commission proposed and the electors adopted this, their home rule charter, hereinafter referred to as “charter,” under the authority of Article V1, Section 5 of the Louisiana Constitution of 1974, hereinafter referred to as “constitution". Livingston Parish government is therefore a local governmental subdivision which operates under a home rule charter and, subject to said charter, is authorized as hereinafter provided to exercise any power and perform any function necessary, requisite or proper for the management of its local affairs.

In the year 1996, Livingston Parish made the transition from a Policy Jury government, typical in the state of Louisiana, to a Home Rule Charter style of government.  The Home Rule Charter government includes Council-President, Commission, Consolidated Government, and City-Parish.  Livingston Parish is a Council-President Home Rule Charter.  This allows forms two branches of government; the Executive Branch or Parish President and the Legislative Branch or Parish Council.  Livingston Parish currently has 10 elected officials; 1 Parish President and 9 Council Members.
